One side glued in....

One side of the tunnel liner is glued in. I made spacers out of foam to put on the backside of the liner to space it the distance needed to the track centerline (making sure that the gauge still gives clearance needed).

At this point as well, you should have an idea of where the other side of the liner will go. Once that is identified, put down your ballast or dirt inside the tunnel.
